John Combes, MD, Board Chair

Dr. John Combes is the Chief Communications and Public Policy Officer for the Accreditation Council for Graduate Medical Education (ACGME). Dr. Combes is responsible for leading all external and internal communications, social media, and public and media relations as well as policy development and regulatory and legislative relationships. In this role, he serves as a member of the ACGME Executive Leadership Team.  Dr. Combes is the retired Chief Medical Officer and Senior Vice President of the American Hospital Association (AHA), and the former President of the Center for Healthcare Governance, an AHA affiliated organization. Before officially joining the ACGME, Dr. Combes was working at the ACGME as a Visiting Scholar where he studied graduate medical education (GME) and institutional integration, physician well-being and the health care governance of the clinical learning environment. Dr. Combes is a director of Quality Insights, a multi-state Quality Improvement Organization. He has served in senior leadership positions in multiple heath care systems in New York and Florida. He writes and speaks frequently on governance, physician issues and quality, and lectures nationally and internationally on health care leadership.

Dr. Combes received his medical degree from Cornell University in New York and received his post-graduate training from Boston City Hospital. He is certified in Internal Medicine by the American Board of Internal Medicine and has Management Certification from the American College of Physician Executives. His specialty areas of expertise include: Medical Quality, Healthcare Governance, Physician Leadership, Clinical Integration, Patient Safety, and Palliative Care.

Ric Linares, Chair-Elect

Ric Linares is the Northwest Region President for CRH, operating locally under the brand River Bend Materials. Linares held positions in quality control, operations and area management before becoming Region President. He graduated from Oregon State University with a B.S. in Construction Engineering Management in 1992 and started his career with River Bend. Linares has been involved in various industry and community associations currently including OCAPA and is also on the board of The Elsinore Theater.

 

 

Lane Shetterley

Lane Shetterly, JD, Past-Chair

Lane Shetterly is of counsel with the law firm of Sherman Sherman Johnnie and Hoyt in Dallas, Oregon, where he began his law practice in 1981. He was a member of the Oregon House of Representatives from 1997-2004, and director of the Oregon Department of Land Conservation and Development from 2004-2007. He was appointed by the Governor in 2005 to serve as a representative from Oregon on the National Conference of Commissioners on Uniform State Laws. 

Shetterly was born in Dallas and graduated with honors from Western Oregon University (OCE) in 1977 with a B.S. in Education, and with honors from Northwestern School of Law, Lewis and Clark College, in 1981. In 2010 he received the Henry and Helen Graven Award for his contributions to community, church and society from Wartburg College, Iowa; past recipients have included Greg Mortensen and Robert F. Kennedy, Jr. 

Shetterly represents the community as a person who was born and raised in the rural community that West Valley Hospital serves. He stayed in the region for his undergraduate college years and returned after earning his law degree. He has long-standing ties to the community and continues to serve on the Board as an advocate for the residents of the community, a commitment he began in 2009.

 

 

Annette Campista Board of Trustees

Annette Campista

Annette Campista joined the Board of Salem Health Hospitals and Clinics in June of 2021. She is Senior Vice President Banking Center Manager for Banner Bank. Ms. Campista has over 20 years of experience in the financial industry. 

Ms. Campista dedicates her time and energy to building strong relationships in her community and spending time with her family. Ms. Campista currently volunteers her time with the Hillsboro Schools Foundation, Farmworker Housing Development and Latino Network as a Board member. She is a committee member for the Racial Justice Economic Opportunity Committee with the State of Oregon, and is involved in numerous other professional and community affiliations. Ms. Campista’s commitment to the community has been fostered through participating in multiple nonprofit committees and boards within Washington, Multnomah, and Marion counties.

 

 

Jenn Columbus

Jenn Columbus

Jenn Columbus joined the Board in spring, 2020. Jenn is a native to Oregon and the Salem area and she has worked in a variety of community-oriented and philanthropic settings. She is currently serving as the Philanthropic Advisor and Regional Director of the Northern Willamette Valley for the Oregon Community Foundation, the largest charitable foundation in the state. 

Jenn received her Bachelor of Arts from the University of Oregon in 2006, majoring in Family & Human Services, with a minor in Special Education

She volunteers with several local organizations including the Rotary Club of Salem and Maps Community Foundation.

 

 

David Harrison

David Harrison, MD

Dr. Harrison grew up in Chicago. He earned his undergraduate degree from Yale University, and then attended medical school at the University of Virginia. He completed his radiology residency and magnetic resonance imaging fellowship at Massachusetts General Hospital in Boston. After finishing his training, Dr. Harrison worked for nine years as a radiologist at a small Harvard teaching hospital, where he became associate chief and directed the MRI program. 

Dr. Harrison took a sabbatical in 2004, working as a radiologist in New Zealand. He joined Salem Radiology Consultants in August 2005.

Dr. Harrison lives in Salem with his wife, Joyce Millen, a professor of anthropology and public health at Willamette University. Dr. Harrison's outside interests include traveling, hiking, running, and birding.

Theresa Haskins

Theresa Haskins retired from Portland General Electric as a 30-year veteran, having led business relations and industry development strategies to create investment and growth opportunities for PGE and its business customers. Her utility experience includes management in distribution operations, marketing, product development and community relations. She holds a bachelor’s degree in International Business and Marketing from Gonzaga University and has completed executive leadership programs at the University of Idaho and Harvard University. 

Haskins has served on the SEDCOR board, the Greater Portland Inc Global Investment Committee and currently serves on both the Finance and Planning Committees for Salem Health Hospitals and Clinics. She is also a past president of the Salem Area Chamber of Commerce, SEDCOR, and the Providence Benedictine Nursing Center Foundation, and has served on various local community boards and committees. 

Haskins’ focus is to ensure that all communities receive excellent and much needed health care options. Haskins has been a member of the Salem Health Board since 2005.

 

 

Phil Jackson

Phil Jackson

Phil Jackson has been a leader in health care systems for four decades. He is currently CEO of Sutter Health’s Health Plan Products. He previously spent nearly 30 years with Washington-based Providence St. Joseph Health.

After leadership roles at Providence Health Plan, Jackson moved into medical group management. He served as chief operating officer, vice president of physician services and, finally, chief integration and transformation officer for the California region while at Providence Medical Group. Jackson served as president and CEO of Oregon’s Health CO-OP before moving to his current role at Sutter. He earned a bachelor’s degree from Portland State University and a master’s degree from the University of Texas at Austin.

Katherine Keene

Katherine Keene has served on the board of Salem Health since 1996. She was CEO of Oregon’s largest workers’ compensation insurance company for 15 years. She worked for Marsh USA as a Managing Director while establishing the company’s National Workers Compensation practice, consulting with a range of Fortune 500 clients.  Keene subsequently served as executive director of Capital Manor, a continuing care retirement community during the organization’s financial turnaround.  She is now retired.

Keene has extensive involvement in the community, having served on the Board of Directors of the Salem Chamber of Commerce, Director of Umpqua Bank, member of the Board of the Oregon Symphony Association, and volunteer for the Willamette Humane Society. For eight years, she served in volunteer national leadership roles for the American Hospital Association’s Committee on Governance and Leadership Development Committee. 

Keene represents the community as a person outside of the health care field interested in insuring the community is provided with excellent and much needed health care options.

 

 

Robert Kelly

Rob Kelly, MD

Rob Kelly, MD is a full-time emergency physician caring for patients at Salem Hospital since 1997. Raised in Salem, Kelly got his medical degree from Oregon Health & Science University and completed a residency in the specialty of emergency medicine at Orlando Regional Medical Center in Florida. He is board certified by the American Board of Emergency Medicine. 

Kelly has served in multiple leadership roles during his career at Salem Hospital, including medical director of the emergency department from 2004-2007 and CEO of Salem Emergency Physicians Service from 2007-2023. The group includes 37 board-certified emergency physicians and six Advanced Practice Providers caring for patients 24/7 in the Salem Hospital Emergency Department. Kelly currently serves as the group's Chief Risk Management Officer. He served on the Salem Hospital Medical Executive Committee as Chari of the Hospital Speciality-oriented department as a member of the Medical Staff Quality Committee. Keely helped design and evolve the Salem Health Physician Leadership Institute and has received two Salem Health Service Awards. 

In addition to Salem Health Board service since 2014, Kelly is actively involved with hospital leadership to improve patient experience in moving efficiently from the emergency department to hospital ward and through to discharge. As a Level 2 trauma center, treating over 100,000 patients annually, Salem Health operates the busiest ED on the West Coast outside of Los Angeles, so ensuring efficiency and quality are key. Kelly contributes a frontline physician’s expertise in delivering excellent and compassionate emergency care to the community.

Angelica Vega

Angelica Vega has been a Legal Aid attorney for over 30 years and has served as the Salem Deputy Director for Legal Aid Services of Oregon (LASO) since February 2023. She is a member of the Center for Hope and Safety Advisory Board. Among many other past community involvements, Ms. Vega served on the Oregon Supreme Court Council on Inclusion and Fairness from 2016 to 2019.

Ms. Vega received her Juris Doctor from the University of Washington and her Bachelor of Arts degree in Political Science and Spanish from Willamette University. Ms. Vega is a fluent Spanish speaker.

Alan K. Wynn, Secretary/Treasurer 

Alan Wynn was the chief financial officer of Truitt Bros., Inc., in Salem Ore., having held that position since 1989. Currently, he is involved in a variety of financial consulting engagements throughout the country. Prior employment includes audit manager in the Portland office of Deloitte (formerly Touché Ross). He holds a Bachelor of Science degree from Brigham Young University and earned his Certified Public Accountant designation in 1989. 

Wynn represents the community as a person outside of the health care field interested in ensuring the community is provided with excellent and much needed health care options. Wynn joined the Salem Health Board in 2005.

Mark Zook

Mark Zook joined the Salem Health Board of Trustees in the Spring of 2020. Zook is a lifelong resident of the Willamette Valley. He earned his undergraduate degree from Western Oregon University, a Master of Business Administration from Southern Oregon University, and a Master of Science in Educational Leadership from the University of Oregon. 

In 1992, Zook began working for Maps Credit Union and since 2009 has served as its CEO. He currently serves on the Boards of several companies serving financial services in the areas of data analytics, managed technology services and insurance services.  

Locally, Zook has long been involved with the Salem Area Chamber of Commerce, Western Oregon University, and the Salem Keizer Education Foundation.
